Emails reveal internal government dispute in Quebec over hydro expansion

The Quebec chapter of Canadian Parks and Wilderness Society argues it's unacceptable that Quebec's Energy and Natural Resources department vetoed the creation of a protected area for the Magpie River. Hydro-Québec had decided in September to abandon its hydroelectric dam project, prompting hopes among environmentalist that new protections would be implemented for the pristine region.
