Declines in coal power plant construction in China, India and the U.S. are projected to push the heavily-polluting fuel over the edge— but not fast enough to meet international climate change goals, environmental groups said on Wednesday, March 21, 2018.

Energy ministers from around the world gathered in Beijing this week to report increased spending to help counter climate change.

With President Donald Trump pulling the U.S. out of the Paris climate accord, China and California signed an agreement on Tues. June 6, 2017, to work together on reducing emissions.

"They installed too much too fast," said Qiao Liming, China director for the Global Wind Energy Council.
