Hon. Jotham Napat is Vanuatu's Minister of Foreign Affairs, International Co-operation and External Trade. He is president and founder of the Leaders Party of Vanuatu since 2015. He was a former director general of the Ministry of Infrastructure and Public Utilities, and the first director general of Vanuatu’s Ministry of Climate Change. Napat led the response to Category 5 cyclone Pam in 2015, which wiped out 64 per cent of the nation's GDP in a matter of hours, and set the nation back decades in efforts towards reaching the SDGs. Napat is a meteorologist by training and served as the director of the Department of Meteorology and Geohazards for more than a decade. In 2023, he became a founding member of the new Coalition of Trade Ministers on Climate Change.
